This document is the second national workforce development strategy for Australia. It builds on the work undertaken for 'Australian workforce futures', the inaugural strategy published in March 2010 [available in VOCEDplus at TD/LMR 85.708]. A discussion paper, 'Australia's skills and workforce development needs' [available in VOCEDplus at TD/TNC 109.572], was published in July 2012 as part of the consultation process in developing the 2013 strategy. The strategy provides details of how Australia can position itself for growth in the Asian century, in a competitive global environment, where technology and patterns of work are rapidly changing. The Australian Workforce and Productivity Agency (AWPA) developed scenarios to create plausible future worlds for Australia to 2025 to underpin the 2013 strategy [report available in VOCEDplus at TD/TNC 103.640]. This document outlines the Commonwealth Government's plan to reform skills training in Australia. The reforms will deliver greater access to affordable high quality training and address skill shortages across the economy. The Commonwealth has committed funding over five years to achieve the following key reforms to be negotiated with the states and territories through the Council of Australian Governments (COAG): (1) a national entitlement to training at a minimum of the first certificate III qualification so working age Australians have the opportunity to gain the skills needed to get a decent, sustainable job in Australia’s new economy; (2) wider access to student loans to reduce upfront cost barriers to study at the diploma and advanced diploma level; (3) increased availability of information about courses, costs and training provider quality through a new My Skills website so students and business can make well informed choices about their training options, linked to their own needs and the needs of the economy, and choose a high quality training provider to help them develop the skills they seek; (4) support for quality teaching and assessment, including trialling models for independent validation of training provider assessments so students and employers can have confidence in the quality and consistency of training they purchase; (5) support for a strong public training provider network through the implementation of the reforms to ensure a high quality training system is accessible to all Australians; and (6) incentives to achieve improved completion of full qualifications, particularly at higher levels and for disadvantaged students, to deliver the qualified workers that business needs and give all Australians the opportunity to develop skills and participate in the workforce. This publication sets out the national strategy for vocational education and training (VET) in Australia. It is the intended direction agreed by the governments, and the sum of a number of specific strategies designed to deliver responsive, quality, accessible and efficient VET. The strategy is designed as a framework which will evolve and be periodically reviewed. Implementation will be through existing mechanisms, including State and Territory training profiles, national industry VET plans and performance agreements. The strategy emphasises greater responsiveness, enhanced quality, improved accessibility and increased efficiency. Show less

This paper reports on recommendations for a fundamental overhaul in the way the nation approaches and supports workforce development, at a national, industry and enterprise level. The vision for this strategy is that Australia has the workforce capability it requires for a productive, sustainable and inclusive future, and that Australian enterprises have the capacity to develop and use the skills of their workforce to maximum advantage for the benefit of industry and the community. The key aspects addressed by the paper are: (1) meeting Australia’s future skills and workforce demands; (2) raising workforce participation; (3) improving adult language, literacy and numeracy skills; (4) better using skills to increase productivity; (5) enhancing the capability of the tertiary education sector; and (6) creating a shared agenda on workforce futures. Several appendices are included, covering: preliminary costing of recommendations; the consultation process; specialised occupations; regional workforce participation; international examples; workforce development case studies; and a national reform agreement for Australian workforce development. This set of national goals and objectives was developed by Commonwealth State and Territory ministers responsible for vocational education, employment and training as a blueprint for the future, in line with the 1992 agreement between the Commonwealth and States and Territories on the establishment of a new vocational education and training system. The goals and objectives encompass the essential elements needed for a best practice training system: one which is nationally consistent and which allows for the skills and competencies relevant to the workplace to be recognised across Australia. This document is the final version of the national strategy for vocational education and training (VET) in Australia for 2004 to 2010. It is the collective strategy of government and industry to ensure that: (1) industry will have a highly skilled workforce to support strong performance in the global economy; (2) employers and individuals will be at the centre of VET; (3) communities and regions will be strengthened economically and socially through learning and employment; and (4) Indigenous Australians will gain skills for viable jobs and their learning culture will be shared. The national strategy for vocational education and training 1998-2003 expresses the collective commitment by Australian governments, in partnership with Australian industry, to vocational education and training (VET). The strategy analyses economic, industrial and social forces for change and their implications for vocational education and training over the next five years. It sets out a vision for VET, aligned with five key objectives. These objectives are: (1) equipping Australians for the world of work; (2) enhancing mobility in the labour market; (3) achieving equitable outcomes in VET; (4) increasing investment in training; and (5) maximising the value of public vocational education and training expenditure. This Agreement represents shared priorities between the Australian and state and territory governments in partnership with business and industry for vocational and technical education in Australia. It reinforces the commitment of these governments to support the implementation of new national training arrangements from 1 July 2005. This Agreement also demonstrates their commitment to work collaboratively in areas of national priority that support the long-term objectives for the training system as set out in Shaping Our Future, Australia's National Strategy for Vocational Education and Training 2004-2010 [available in VOCEDplus at TD/LMR 85.685]. The Agreement is being tabled in accordance with requirements of the Skilling Australia's Workforce Act 2005 [available in VOCEDplus at TD/TNC 83.246]. Included with the Agreement is the Framework for the New National Training System. The Framework has been agreed between governments and was developed following consultation with business and industry as well as other stakeholders and sets out arrangements for the operation of a national approach to training.

The Vocational Education and Training (VET) Reform Roadmap was initially developed in late 2019 as an action plan to implement the vision of the former Council of Australian Governments (COAG) for a national training system that guarantees the quality, relevance and accessibility of VET to students, employers and industry. The [Coronavirus Disease 2019] COVID-19 pandemic, and its ongoing impacts on the economy and labour market, has highlighted the need to take action quickly to improve the VET system to support Australia's economic recovery. A draft Roadmap was presented to stakeholders in February 2020. Overall, stakeholders supported the direction of the Roadmap and agreed the seven 'reform destinations' were key to implementing the agreed vision for a responsive, dynamic and trusted VET system. In particular, stakeholders considered that reforms to the quality and relevance of training would be central to the success of other areas of the Roadmap, and were supportive of improved national skills forecasting underpinned by higher-quality data. Skills ministers appreciate the significant contribution of stakeholders to the development of the Roadmap, both directly through stakeholder forums, and indirectly through contributions to other VET sector reviews and inquiries at the Commonwealth, state and territory level over recent years. This work will now be used by skills ministers to guide discussions and the approach to development of a new national skills funding agreement and associated reforms. The Roadmap serves as a broad framework for considering VET system reform into the future to realise the COAG vision, including through the negotiation of new skills funding arrangements under the auspices of National Cabinet.
